Should tax apply to the fees?

What counts as a per-night fee versus a one-time fee?
Resort fees, destination fees, and nightly parking are charged for every night of the stay, per room. Cleaning fees, pet fees, or early check-in charges are usually billed once โ€” put those in the one-time field.
Can I split by room instead of by person?
